U.S. Soccer Referee Jair Marrufo Named 2008 MLS Referee of the Year
CHICAGO (Nov. 6, 2008) – U.S. Soccer Referee Jair Marrufo was named the 2008 MLS Referee of the Year as
Major League Soccer continues its end-of-season awards in New York. Marrufo, who joined U.S. Soccer in 2007
as part of its full-time referee program, took home the honor for the first time in his career.

As a result of his professional responsibilities as CFO for Imperial Sugar, Hal Mechler has submitted his resignation as Treasurer
to the State Referee Committee. The Committee thanks Hal for his time and energy while serving in the post. Individuals interested
in serving on the State Committee as Treasurer should contact the State Referee Administrator Steve Eells at sra@stsr.org for an
application. Applications must be submitted no later than December 1, 2008.
Duties of the Treasurer include oversight of the organizationʼs financials, coordinating with the contract accounting firm for annual audits
and all IRS Non-profit obligations including distribution of 1099s, working closely with the Operations Manager and SRA on daily
accounting, working with the Technical Directors on the development of annual budget recommendations, preparing/presenting quarterly
financial reports to the SRC, and other duties as assigned by the SRA. Experience in accounting/bookkeeping is required, with professional

Message from Ed Czwerinski (immediate past State Director of Assessments)
To The STSR Referees:
First and foremost I want to congratulate Randy Francis on his appointment as your SDA. I know he will work tirelessly for you
by continuing the improvement of the assessment program of STSR.
Secondly, I want to thank those who sent me their best wishes for a speedy recovery from my recent illness. I am indeed making
speedy and steady progress. I’m not quite 100% yet, but hopefully in a few months I’ll be back on the pitch assessing and back
in the classroom instructing.
When I announced that I would be leaving South Texas at the Assessor/Instructor In-Service Clinic, I said that it had been a pleasure
to be associated with so many wonderful people over the past twenty years. During my convalescence, I’ve had some time, actually a lot,
to reminisce and think things over. I have concluded that that was an understatement. Without getting too maudlin, let me just say that you
are a fantastic group of people. Thank you for allowing me to be a part of STSR.

Randy Francis of Houston appointed as the new State Director of Assessment
The State Referee Committee is pleased to announce the appointment of Randy Francis of Houston as the new State Director of Assessment.
Randy has served US Soccer and South Texas in many ways previously and brings a wealth of knowledge and expertise to the assessment program.
Over the next few weeks Randy will be working with our Acting SDA Bob Mohler and past SDA Ed Czerwinski to get up to speed on the program.
Those referees requiring State or National level assessments should continue to contact Bob, at sdi(at)stsr.org, to arrange for assessments, until further
notice is posted. All other assessments will continue to be arranged through the District Director of Assessment.

If you are 18 years of age or older, officiate STYSA sponsored matches and are not affiliated with a club or association,
you may register for a background check through this STSR portal to Affinity. Each referee, assessor,instructor and
assignor registering through STSR pays their own fees for the background check. You pay for the background check at the
time you register.STSR is not responsible for paying your cost for any background checks.

The passing of Dr. Ray Bernabei,Executive Director, NISOA
South Texas Soccer Referees is saddened to hear of the passing of Dr. Ray Bernabei,Executive Director, NISOA
(National Intercollegiate Soccer Officials Association), National Soccer Hall of Famer and retired educator, on
September 5, 2008. Dr. Bernabei was an active force for the development of referees in the collegiate game for many years,
and will be missed by referees from all organizations. Those wishing to make a contribution in his name may do so by contacting :

I wanted to let you know that my quarter final was my last game of the tournament. I am very happy and honored to have been
part of three great games. My goal coming in, was to do three games.All of my games went with no incidents and were highly marked.
Only three referee trios had that opportunity. I want to thank you again for the kind words and encouragement through out my Olympic
experience.

between Argentina vs Netherlands on the 16Th of August in Shanghai at 21:00hrs. Our feedback for the first two games were very

Congratulations to Carlos Salas, who has been selected to participate in the USASA National Cup tournament to be held August 7-10, 2008, in Seattle.
